No one can enter the lifestyle, or a new stage in the lifestyle (regardless of how long you've been in it) without some guidance. The internet is a useful place for research but so is tapping into the personal experiences of others. When these two mediums met it becomes an invaluable resource.
As others before me were so kind as to share their own experiences, guides, and resources I am providing mine as well. However, the materials on this site could not be possible without the hard work of many others so I want to take a moment to cite them properly here.
I've also included links/banners to other sites that I've come to know over the years or utilize myself. I am NOT providing links to arbitrary sites or "pay" sites with the exception of Bondage.com.

Sir Stephen's website is a substantial resource to those seeking to create a similar manual as he very graciously imparted his experience and own personal research into a protocol driven household in a 21-page manual.

While not necessarily a "personals" website you can certainly search for your perfect "one" there. In the meantime, the site offers tremendous amounts of groups (or create your own) on nearly every interest you can imagine. You can share pictures, make tremendous fetish "like" lists, and interact with some great new friends.
Bondage.com is a site I've been on for various years and have met considerable friends there - both online and in person. It is a site that is not just for personals but for articles, chat features, resources, and making friends. 
For a website that serves primarily as a "personals" site you can explore Collarme. They also offer the ability to share pictures (although limited), videos, and various message boards and chats. This is also 100% free site but it is, unfortuantely, inundated with may "players," "Trolls," or otherwise "HNGs".
